Tasks
The main tasks of the Safety Adviser are:
- To make sure that all safety regulations considering the transport of hazardous goods are followed correctly
- To give the company advice on how to organise and perform the transport of dangerous goods
- To compile a yearly report of all activities performed by the company, considering the transport of dangerous goods. These reports will be filed for five years long, and if needed can be put at the disposal of the local authorities
In addition to the above mentioned tasks, the assignments of the Safety Adviser also cover the study of the following processes and procedures relevant to the activities involved:
- The process which leads to the observation of the regulations concerning the identification of transported hazardous goods
- The compliance of the company, when purchasing means of transport, in filling in special requirements for specific hazardous products
- The process of controlling equipment used for transporting, loading and unloading hazardous cargo
- The fact whether the involved personnel of the enterprise have had the correct training and documenting this in the personnel file
- Establishing emergency procedures in case of accidents or incidents which could jeopardise safety during transport, loading or unloading hazardous products
- Analysing accidents or incidents, and if needed determining and filing reports about accidents, incidents or serious violations of procedures which occurred during transport and/or loading and/or unloading hazardous cargo
- Implementation of measurements to prevent repetition of accidents, incidents and violations of the existing regulations
- Considering legal regulations and special requirements for transport of hazardous goods when choosing or using subcontractors or other intermediate individuals
- Controlling whether the personnel executing transport, loading or unloading hazardous products disposes of detailed procedures and instructions
- Introducing measurements to raise awareness of the dangers surrounding transport, loading and unloading of hazardous cargo
- Introducing means of control to ensure the safety documents and safety equipment which accompany the transport, are in fact on board of the means of transport and are conform with the according regulations
- Introducing means of control to ensure regulations on reloading and unloading are being followed
