Code Of Practice

 

GENERAL
The food industry has the main responsibility for seeing that consumers are protected.  The Food Safety Act 1990 makes it clear that it is incumbent on all parties in the food chain to ensure the safety and wholesomeness of the products they supply.  So, SCOPA members consider it also vital to introduce measures to minimise any risk to the product from leaving a refiners tank to arriving at the customers site. The Code Of Practice, as summarised here, is considered the best way to achieve this.

DEDICATION
All hauliers who transport edible oils and fats for SCOPA members have dedicated their tank fleet (or a part of it) exclusively to the carriage of food grade products.

REGISTRATION
SCOPA has established a list of registered hauliers.  In order to register, hauliers are requested to sign a statement declaring that they have read and understood the requirements of the Code and that any vehicle that is presented for loading, will comply with its provisions.

The Code covers tanker construction, cleaning procedures, maintenance and requires a detailed log to be kept.  It includes marking the tanker so that it is instantly recognisable by both SCOPA members and customers alike.   Tankers must be clearly marked with a SCOPA number which comprises a haulier number, issued on registration, and the individual tanker number.  The statement 'FOR FOODSTUFFS ONLY' must also be displayed on each side of the tanker and above the discharge valve.

LOG BOOKS
SCOPA has introduced a system of recording the history of all loads carried by each registered tanker by the use of a standard log book produced by the Association.  The log book incorporates a certificate of cleanliness and is presented uniquely numbered in A4 books containing 100 certificates with carbonless duplicates.

COMPATIBLE PRODUCTS
A list of compatible products ensures that there is no doubt as to what products may be carried in a SCOPA registered tanker.  The list is operated on the understanding that companies make further restrictions on the carriage of certain compatible products.

AUDITS
In order to monitor and improve the effectiveness of the Code, SCOPA has introduced a programme of haulier audits to ensure that all provisions of the Code are being maintained.
